Comparison · 2026Microsoft Copilot vs ChatGPT vs Claude in 2026: Real Per-Seat Costs and Which One to Deploy at Work
Microsoft Copilot vs ChatGPT comes down to where your work already lives. Microsoft 365 Copilot lists at $30 per user per month annually and reads your own tenant files under existing permissions; ChatGPT Business lists at $20 and wins on open-ended writing and analysis. Claude Enterprise suits code and long documents.
- Price is not the deciding factor. Copilot lists at $30 a seat monthly on annual billing, ChatGPT Business and Claude Enterprise at $20. Across 25 seats that spread is about Rs 2.5 lakh a year, and fixing your tenant's permissions costs more.
- Copilot's advantage is grounding, not the model. It answers from your SharePoint, Outlook and Teams content under each user's existing permissions. ChatGPT and Claude see only what someone uploads or connects.
- Copilot has a prerequisite. It is an add-on needing a base licence such as E3, E5, Business Standard or Business Premium, and Microsoft raised E3 from $36 to $39 and E5 from $57 to $60 effective 1 July 2026.
- Seat price is half the Claude bill. Usage is billed separately at API rates, and Anthropic's documentation reports average Claude Code spend near $13 per developer per active day.
- ChatGPT Business has the lowest floor. A two-seat minimum at $20 annually means five people can start this week with no tenant configuration.
- Governance is the real project. AB-900 gives data protection and governance the heaviest of its three domain weights at 35 to 40 percent. That is not an accident.
Your CFO forwards a Copilot quote and asks how it compares with ChatGPT, and nobody in the room can say what either tool would actually read. That question, not the per-seat number, decides this. Microsoft Copilot vs ChatGPT is a question about data access and who owns the cleanup, and the honest answer turns on something you have probably never audited: how over-shared your SharePoint sites are.
One illustrative scenario runs through this guide. A 180-person auto-components firm in Pune already pays for Microsoft 365 E3. Its six-person finance team spends the first week of each month building a variance report from six plant workbooks. Four developers maintain an ageing Java order-management service. A composite illustration, not a real customer, and the shape of team that gets this decision wrong most often.
Microsoft Copilot vs ChatGPT: What You Are Actually Choosing Between
These three get quoted against each other on the same spreadsheet, and they are not the same category.
Microsoft 365 Copilot embeds a model inside Word, Excel, Outlook, Teams and PowerPoint and grounds answers in your tenant through Microsoft Graph. It cannot be bought standalone; Microsoft's pricing page lists it as an add-on to a qualifying base plan. ChatGPT Business and Claude Enterprise are workspaces you log into, with connectors and file upload instead of native grounding.
That difference decides the finance scenario. Ask Copilot in Excel to reconcile the plant workbooks and it pulls the actual files from the SharePoint library the team already uses. Ask ChatGPT and somebody uploads six workbooks by hand, every month. For repeatable work on documents that already sit in Microsoft 365, that is the whole ballgame.

The 11 Criteria Table: Copilot vs ChatGPT vs Claude Compared
The comparison in the form the CFO's spreadsheet wants. Read the grounding and admin rows first; they decide more deployments than the price row.
| Criterion | Microsoft 365 Copilot | ChatGPT Business / Enterprise | Claude Enterprise |
|---|---|---|---|
| List price, annual billing | $30 per user per month, add-on | $20 Business; Enterprise is quote-only, reported around $60 | $20 per user per month, usage extra |
| Prerequisite licence | Required: E3, E5, Business Standard or Premium | None | None |
| Minimum seats | Follows your base plan | 2 for Business; around 150 reported for Enterprise | 20 self-serve, 50 sales-assisted |
| Grounding in your own data | Native, through Microsoft Graph, honours existing permissions | Connectors and file upload | Connectors, projects and file upload |
| Where you use it | Inside Word, Excel, Outlook, Teams, PowerPoint | Separate web and desktop workspace | Web, desktop, mobile, plus Claude Code and Cowork |
| Agent building | Copilot Studio, credits billed separately | Custom GPTs and the Agents surface | Agent Skills, MCP connectors, Claude Code |
| Usage billing on top of seats | Only for Copilot Studio credits | No, seat covers chat usage | Yes, API-rate usage is separate from the seat |
| Coding strength | Not its purpose; GitHub Copilot is a separate product | Strong, via the workspace and Codex surfaces | Strongest of the three for repository-scale work |
| Admin and audit surface | Deepest: Purview DLP, audit logs, Copilot Analytics | Workspace admin, compliance API on Enterprise | Enterprise admin controls and audit logging |
| Who the buyer usually is | IT and compliance | A department head with a card | An engineering leader |
| Realistic time to first value | 4 to 10 weeks, gated by permission cleanup | Same week | 1 to 3 weeks |
Claude Enterprise vs Microsoft Copilot: the usage-based bill nobody budgets for
Claude Enterprise vs Microsoft Copilot looks like $20 against $30 until you read the billing model. Claude excludes usage from the seat fee and bills it at API rates, and Anthropic's documentation reports average Claude Code spend near $13 per developer per active day, or $150 to $250 per developer per month across enterprise deployments. For the four Java developers in the Pune scenario, usage is the dominant line item, not seats.
Copilot has its own version. Copilot Studio agents bill in Copilot Credits at $0.01 per credit pay-as-you-go, or $200 a month for a 25,000-credit capacity pack, about $0.008 per credit. Credits pool across every agent in the tenant, and a scripted answer costs 1 credit against 2 for a generative one, so a chatty HR bot is cheap and an agent that chains tool calls is not.
Microsoft 365 Copilot Pricing India vs ChatGPT Enterprise Pricing 2026: What 25 Seats Really Cost
Microsoft 365 Copilot pricing in India is published in rupees, while ChatGPT Enterprise pricing in 2026 is not published at all, which is why the third column below prices the Business tier. The Pune firm wants 25 seats: six in finance, four in engineering, the rest across sales and HR. A 12-month costing at list prices follows, at roughly Rs 83 to the dollar for the non-India-listed products and excluding 18 percent GST. Illustrative figures built from the list prices above, not a quote.
| Line item | 25 seats on Copilot | 25 seats on ChatGPT Business | 25 seats on Claude Enterprise |
|---|---|---|---|
| Seat cost, 12 months | ₹7.49 lakh (₹2,495 x 25 x 12) | ₹4.98 lakh ($20 x 25 x 12) | ₹4.98 lakh ($20 x 25 x 12) |
| Base licence already paid? | Yes, E3 already in place | Not applicable | Not applicable |
| Minimum-seat penalty | None | None at Business tier | None at 25 seats, clears the 20-seat floor |
| Expected usage spend | ~₹2.0 lakh if you run one Copilot Studio agent on a capacity pack | ₹0, chat usage is in the seat | ~₹6.0 to 10.0 lakh if four developers use Claude Code daily |
| Permission and DLP cleanup | The real cost: 3 to 8 weeks of an admin's time | Light, you control what gets uploaded | Light to moderate, depends on connectors |
| Indicative year-one total | ₹9.5 lakh plus admin time | ₹5.0 lakh | ₹11.0 to 15.0 lakh |
Indicative year-one cost for the 25-seat illustrative rollout
Claude looks cheapest per seat and lands most expensive, because usage is not in the seat.
Modelled from the list prices cited above at roughly ₹83 to the dollar, GST excluded. Illustrative, not a quote. Checked 4 October 2026.
Two price moves worth knowing before you sign
Microsoft's suite-wide price update took effect 1 July 2026: E3 moved from $36 to $39 per user per month, E5 from $57 to $60, frontline F3 from $8 to $10. If you are costing Copilot as net-new spend, the licence underneath it got more expensive too. In the other direction, OpenAI cut ChatGPT Business from $25 to $20 per seat annually on 2 April 2026, and Microsoft 365 Copilot Business, for organisations up to 300 users, sits at $21 with a promotional $18 from 1 July to 31 December 2026. Under 300 users, price the Business tier. Plenty of Indian SMB buyers get quoted the $30 line out of habit.
Choose Copilot If, Choose ChatGPT If, Choose Claude If
Choose Microsoft 365 Copilot if
Your work is already files in Microsoft 365, you trust your permissions model, and the recurring tasks are document-shaped: monthly reporting packs, meeting follow-ups, proposals built from last year's proposals. Pick it if someone can own tenant governance, and especially if your compliance officer needs DLP and audit logs to be one vendor's problem.
Choose ChatGPT Business if
You want results this month with no IT project attached, your team's work is thinking rather than filing, and you are under 50 people. The two-seat floor and $20 annual price let you run a real three-month pilot for under Rs 15,000 and learn what people actually use it for. This is the right answer far more often than vendors admit.
Choose Claude Enterprise if
Your constraint is engineering throughput or long-document reasoning: contracts, tenders, regulatory filings, a legacy codebase nobody understands. The 20-seat self-serve and 50-seat sales-assisted floors mean this is not a tool you trial with three people, and you should budget usage at two to five times the seat cost. If you are training engineers for this work, 360DT's AI Engineer course covering generative AI, RAG and AI agents builds the retrieval and agent patterns these deployments run on, live over 16 weeks.
Microsoft 365 Copilot is oversold to companies that are not ready for it, and we would tell the Pune firm to wait. Copilot inherits your permissions faithfully, which sounds reassuring until you remember that most tenants still have sites shared with "everyone except external users" from a 2021 migration nobody cleaned up. Copilot will then summarise the appraisal spreadsheet for whoever asks. Nothing was breached; the permissions were always wrong and Copilot made them legible. If you cannot answer "which sites are over-shared" today, the licence is not your next purchase. The audit is.
What Usually Goes Wrong in a Copilot Rollout: 4 Pitfalls
The failures that turn a 25-seat pilot into a cancelled renewal. Colleague-to-colleague version, not the documentation version.
You bought seats before auditing sharing
Run Purview's data access reports and the SharePoint sharing report before the licence starts, not after. Budget three to eight weeks. This is the commonest reason pilots get paused.
Do firstYou gave 25 licences to 25 volunteers
Spread across departments, nobody builds a habit. Give all six finance seats to the variance-report task instead. One team on one recurring job produces the before-and-after number your renewal case needs.
ConcentrateYou let Copilot Studio credits run unmetered
Credits pool tenant-wide, so one badly designed agent drains the pack everyone shares. Move an agent onto a capacity pack once its volume is predictable, and have one named admin read Copilot Analytics and the credit report every month.
AgentsYou trained users on prompts, not on verification
The failure mode in finance work is a confident, wrong total that reconciles to nothing. Teach people to check the cited source file, which Copilot links, before the number leaves the building.

Who Administers This? AB-900 and the Governance Half of the Bill
Every one of those four pitfalls is an administration problem, not a model problem, and Microsoft noticed. AB-900, the Microsoft 365 Copilot and Agent Administration Fundamentals exam, exited beta in January 2026 and lists at $99 USD. Its domain weighting tells you where Microsoft thinks rollouts fail.
AB-900 domain weights
Data protection and governance outweighs Copilot administration itself.
Weights from the published AB-900 skills-measured outline, midpoints shown on the bars. Checked 4 October 2026.
Read that top row again. Purview DLP, information protection, insider risk, Copilot usage auditing and permissions governance all outrank the licence-assignment mechanics. A tenant admin who can do that work is the difference between a Copilot deployment and a Copilot incident. 360DT's Microsoft 365 Copilot and Agent Administrator course for AB-900 is built for the non-technical staff who end up owning a rollout, and covers the Purview and licensing work as live labs rather than reading.
If your answer here is Claude rather than Copilot, the equivalent track is Anthropic's: CCAO-F for non-developers who must use and govern Claude well, and CCDV-F for the developers wiring it into systems. The full certifications overview maps all of them side by side.
If the verdict is Copilot, somebody has to govern the tenant. Learn to be that person.

Microsoft Copilot vs ChatGPT: The Verdict, and What We Would Deploy
For most Indian teams reading this, the answer is ChatGPT Business now and Microsoft 365 Copilot in six months, in that order. We are accepting a real trade-off by saying so: you will run two tools for a while and procurement will complain.
The reasoning: ChatGPT Business at $20 with a two-seat floor costs almost nothing to learn from, needs no tenant work, and answers the question no spreadsheet can, which is whether your people will actually change how they work. Copilot is the better product for document-shaped recurring tasks and will end up the bigger deployment in a Microsoft shop, but it only pays back after the permission audit. Buying it first means paying $30 a seat to discover your SharePoint is a mess. Audit, then buy.
Claude Enterprise is right for a narrower group: engineering teams and anyone whose day is long documents. If four developers are the bottleneck, the $150 to $250 per developer per month Anthropic's documentation reports is cheaper than not shipping, and that maths is nothing like the finance-team maths. Just do not let it be bought as a company-wide chat tool.
If you are deciding what to learn rather than what to buy, learn the administration side. Everyone can prompt. Almost nobody in India can run a governed Copilot tenant today, and the AB-900 administrator course is a four-week, Rs 12,999 route into a job description that barely existed two years ago. Sit in on a free webinar or a demo class first if you want to check the fit. Build agents instead of administering them via the generative AI developer track; for the Power BI and PL-300 side of reporting, the data analyst course fits better.

Frequently asked questions
Microsoft Copilot vs ChatGPT: which is better for office work in 2026?
For recurring work on files already in Microsoft 365, Copilot wins because it reads your SharePoint, Outlook and Teams content under each user's existing permissions. For open-ended writing, research and analysis of material you bring it, ChatGPT Business wins at $20 a seat against Copilot's $30. Pilot ChatGPT first; it needs no tenant configuration.
How much does Microsoft 365 Copilot cost per user in India?
Microsoft's India pricing page lists it at Rs 2,495 per user per month paid yearly, GST extra. It is an add-on, so you also need a base plan such as E3, E5, Business Standard or Business Premium. Under 300 users, price Microsoft 365 Copilot Business instead: $21 per user per month annually, with a promotional $18 running 1 July to 31 December 2026.
Is ChatGPT Enterprise worth it over ChatGPT Business?
Only if you need the compliance surface. Enterprise is quote-only, with 2026 figures commonly reported near $60 per user per month on roughly 150-seat annual commitments, putting the floor around six figures in dollars. Below about 100 users, Business at $20 annually gives you most of the day-to-day capability. Buy Enterprise for admin, audit and data-handling guarantees, not better answers.
Why is Claude Enterprise listed at $20 but ends up costing more?
Usage sits outside the seat fee and bills at standard API rates. Anthropic's documentation reports average Claude Code spend near $13 per developer per active day, or $150 to $250 per developer per month across enterprise deployments. Budget usage at two to five times the seat cost for developer-heavy teams. Self-serve Enterprise carries a 20-seat minimum, sales-assisted a 50-seat minimum.
Do I need the AB-900 certification to administer Microsoft 365 Copilot?
Not technically, but AB-900 maps closely to the work that decides whether a rollout succeeds. It exited beta in January 2026, lists at $99 USD, and weights data protection and governance highest of its three domains at 35 to 40 percent, ahead of Copilot administration itself at 25 to 30 percent. For anyone who will own Purview policies and licence assignment, it is short and well aimed.
Can I run Copilot and ChatGPT at the same time?
Yes, and many teams should for two quarters. The usual split is Copilot for document and meeting work inside Microsoft 365, ChatGPT for research, drafting and data exploration. Running both for 25 people at list prices costs roughly Rs 12.5 lakh a year before GST, so give the overlap an end date rather than letting it become permanent.
